Development Corporation (EBALDC) is seeking one (1) Regular
Full-Time HR People Director in Oakland, CA.Summary:This HR People
Director will provide thought leadership and deliver objectives on
talent acquisition & management, organizational effectiveness,
employee experience, change management, and employee relations.
Success in this role will require influential partnership with
leaders across the enterprise to execute the HR strategies that
drive business results and organizational effectiveness. The
individual in this role must understand business priorities and
translate them into an HR agenda that can shift with business
needs.This role will partner closely with the HR Operations
Director and EVP, HR. The HR Generalist, Training and Safety will
report into this role.

Key Duties and Responsibilities:
Employee Relations & Investigation (30%)
- Manage employee relations issues, ensuring fair and consistent
treatment across the organization. Proactively identify potential
issues and partner with leaders to address them.
- Lead and maintain a thorough and well-documented investigative
process by gathering and documenting evidentiary material.
- Maintain accurate and thorough records and notes of
investigatory process.
- Develop professional, comprehensive, unbiased written reports
that include a summary of facts and recommended findings.
- Act as a neutral party through all aspects of an investigation
and promote a fair and neutral process for all parties
involved.
- Analyze information and make recommendations of investigative
outcomes.
- Track outcomes and follow-up to ensure satisfactory
results.Provide guidance to all staff on Human Resources policies
and practices including, but not limited to, non-discrimination,
attendance, standards of conduct, performance management, and
disciplinary actions. Analyze and recommend solutions to employee
performance issues.Create infrastructure and training around
proactive employee relations initiatives to improve work
relationships/communications, build morale, and increase
productivity and retention.Talent Acquisition (30%)
- Manage a full life cycle recruiting desk by prospecting new
clients and candidates.
- Handle all communication and interview coordination in a timely
and professional manner with candidates and clients.
- Identify and recruit prospective candidates using a variety of
channels.
- Assess candidates to ensure qualification match and align with
client's needs.
- Manage recruiting assignments from candidate referrals.
- Manage third party recruiting agency relationships to ensure
maximum effectiveness of temporary talent.Talent Management &
Development (30%)
- Engagement
- Be a Partner with our employees to drive culture.
- Provide ongoing, collaborative day to day guidance and coaching
to partners in all of EBALDC's functional areas with regard to
employee retention, engagement, performance management, leadership
development, organizational design and workforce/succession
planning.
- Listen effectively with employees and leadership to make
thoughtful recommendations of best practices to implement
surrounding staffing, recruiting, development and retention
strategies. Work with HR team and leaders to implement and
monitor.
- Design and roll out feedback programs like employee surveys,
employee check ins. Analyze results and work with EVP, HR to
recommend and implement action items in response to feedback.
- Develop a communications and special events calendar to drive
EBALDC's values and keep employees "in the know" of important
internal/external events and happenings like all staff meetings,
training opportunities, fun days, external events with partners or
in our communities, etc.
- Training Programs:
- Oversee the HR Generalist, Training and Safety to design and
facilitate in-house training presentations.
- Identify external training partners and ensure alignment of
budget, scope, and audience for technical and industry specific
trainings.
- Monitor training programs to ensure their success and meet
training objectives.
- Ensure all required internal trainings are compliant and adhere
to state and local laws.Performance Management:
- Create and manage a sustainable Performance Management program
to drive career development and document performance standards.
Provide guidance and support to employees at all levels across the
organization in setting meaningful goals and developing skills
relevant to their role (e.g., coaching, counseling, career
development).
- Oversee ongoing performance management systems in collaboration
with EBALDC leaders to ensure training and coaching of supervisors
in supervisory skills, including giving/receiving feedback,
coaching, performance reviews and work planning.Safety (10%)
- Head the Safety Committee and evaluate effectiveness of current
safety practices.
- Work with HR Operations Director to ensure submission of
required safety reporting such as annual OSHA reporting.
- Oversee the HR Generalist, Training and Safety to ensure the
timely compliance of established protocol for handling internal
Incident Reporting.
- Ensure effective partnership with Facilities Manager to design
and implement Safety Training for Maintenance and Site Staff.
- Ensure Workers Compensation process follows internal
guidelines.
- Review safety trends as reported in Salesforce and make
recommendations of trainings, policies, and practices to address
safety concerns.
The experience we're looking for:
- 5+ years of progressive HR experience in multiple disciplines,
with 2+ years handling investigations. Solid experience with talent
acquisition, and at least two of the following HR disciplines:
- Employee engagement
- Diversity and Inclusion
- Performance Management
- Training
- Safety
- Experience building strong partnerships across functional teams
and at all levels of leadership with excellent collaboration,
influencing, and interpersonal communication skills.
- Accustomed to working in a dynamic environment where
accountability, change agility, flexibility, urgency, and
responsiveness are valued.
- Demonstrated project management skills with the ability to
manage big projects or program implementations, including
development of clear timelines/milestones.
- Preferred Experience with Paycom, JazzHR but not required.

On-Site Attendance Expectations:
- Ability to be onsite either at our main Oakland office or at

a week.
Salary Range:$115,000-$125,000 annually
